This one have a decent challenge compared to all the other games and that is discomfortable for them, they cannot stand that and make mods to turn the game more forgiving and rewarding. All the other titles they played are games that holds their hand through the way and features regenerative health, and checkpoints after every second step taking away the responsibility from the choices and action. Those are practically just bad players using cheats to make the game more casual for them as they're not conditioned to take a proper challenge. There should never be any of these called "balance-mods". Mods should always just be corrections of bugs that are left in the game, or more fitting content. And those might be different than the next player.
If he suck at it, than he "balances" it to compensate his weaknesses.
Also, a dev's perpective is different than some ordinary player's who feeling of balance is always compared on his ability to play the game.
